On the same machine under windows, i have the asus AI suite installed, automatically tweaked the fan curves through that, and the machine performs very well and is very quiet. On linux (and on hackintosh too on a third hd) the fans seem to work full force all the time. SpletDimmers control the voltage essentially by trimming the sine waves of the current plus extra eletronics in there for LED lights. Fan speed controls use capacitors to control the current or voltage (I'm not an EE so good luck figuring out how they work exactly) and in my experience they usually don't work well if you go below 100%.
