WebFudgemuppet does a thing on rooted and I'm pretty sure part of it is stacking with blitz. Also you only have to stop for a split second for rooted to kick in. Perception is only useless if you want a low vats chance, if you don't use vats a lot, and I for one don't use it at all, then don't take perception unless you want some of the perks out of there.
